Monetary Policy and the Political Support for a Labor Market Reform

Lagged benefits relative to costs can politically block an efficiency-enhancing labor market reform, lending support to the two-handed approach. An accommodating monetary policy, conducted alongside the reform, could help bringing the positive effects of the reform to the fore. In order to identify the mechanisms through which monetary policy may affect the political sustainability of a reform, we add stylized features of the labor market to a standard New-Keynesian model for monetary policy analysis. A labor market reform is modeled as a structural change inducing a permanent shift in the flexible-price unemployment and output levels. In addition to the permanent gains, the impact of the timing and magnitude of the reform-induced adjustments on the welfare of workers - employed and unemployed - is crucial to the political feasibility of the reform. Since the adjustments depend, on one hand, on the macroeconomic structure and, on the other hand, can be influenced by monetary policy, we simulate various degrees of output persistence across different policy rules. We find that, if inertias are present, monetary policy, even when conducted by an independent central bank, affects the political support for the reform. In general, the more expansionary (or the less contractionary) the policy is, the faster is the recovery to the new steady-state equilibrium and, thus, the stronger is the political support.Monetary policy rules; Labor market reforms; Unemployment benefit; Political economy; New-Keynesian models

Why Do Central Banks Push for Structural Reforms? The Case of a Reform in the Labor Market

In spite of being mainly concerned with stabilization policies, central banks in many developed countries often advocate the necessity of structural reforms. In turn, demand-side policies - such as monetary policy - can often help improving the political support of reforms (two-handed-approach). By arguing that labor market reforms influence the effectiveness of monetary policy, we assess if central banks have incentives to help promoting such reforms. In order to identify the channels through which the effects of the reform impinge on the effectiveness of monetary policy, we add stylized features of the labor market to a standard New Keynesian model for monetary policy analysis. In this framework, a labor market reform is modeled as a structural change inducing a permanent shift in the flexible prices unemployment and output levels. The reform-induced adjustments, under different sources of macroeconomic and reform implementation inertias, are then compared across different monetary policy rules. We find that, in general, labor market reform increases the effectiveness of monetary policy as a demand-management instrument. However, conditional to the presence of different inertias, the reform process can bring about transition stabilization costs, depending on the monetary policy rule. Explorando el conocimiento especializado de una maestra investigativa y su relación con la práctica

En este artículo se reportan avances de un trabajo de investigación que busca una más amplia comprensión del conocimiento matemático especializado de una maestra de primaria y las relaciones de dicho conocimiento con su práctica. Con ese objetivo, analizamos la práctica de la maestra en una clase de geometría a travésdel modelo Mathematics Teacher's Specialised Knowledge - MTSK (Carrillo et al., 2013).Los primeros resultados muestran cómo el conocimiento matemático especializado, fuertemente influenciado por la concepción que tiene la maestra sobre las matemáticas y su enseñanza y aprendizaje, influye en el desarrollo de la actividad matemática en el aula

Reflexiones sobre el aprendizaje-servicio en la educación superior europea

Over the last two decades, there has been a growing emphasis on the transformation of higher education within Europe. The promotion of active and democratic citizenship through formal higher education is a primary concern. Service-learning (SL) has proven to be a powerful didactic methodology for achieving these ideals. The objective of this paper is to highlight some reflections that permeate SL european experiences, published in the European Observatory of Service-Learning in Higher Education, between January 2020 and September 2021. The counting and percentages of the valued attitudes of SL experiences were collected to explore the guiding philosophy, historical roots, purposes, and underpinning features of SL, contextual factors affecting the practice of SL in the partner institutions and countries, and future challenges and opportunities. Conclusionsfocus onSLgrowth and mainstreaming; SL as a core strategic pillar for developing deeper community-higher education partnerships and for strengthening civic engagement across higher education; the need to develop future research to explore these connections and the potential that SLcan play in terms of increased civic, work-life and theoretical understandings and skillsDurante las últimas dos décadas, ha habido un énfasis creciente en la transformación de la educación superior en Europa. La promoción de una ciudadanía activa y democrática a través de la educación superior formal es una preocupación primordial. O pensamento sem corrimões : a crise da tradição e a teoria política de Hannah Arend

Dissertação (mestrado)—Universidade de Brasília, Instituto de Ciências Humanas, Departamento de História, Programa de Pós-graduação em História, 2018.A presente dissertação interpreta aspectos da reflexão filosófica e política de Hannah Arendt sobre a tradição, a ideia de progresso e o totalitarismo. Com foco em alguns dos mais importantes temas abordados por Arendt, tais como a ―tradição‖, a ―ruptura da tradição‖, o ―fim da tradição‖ e, principalmente, o ―pensamento sem corrimões‖ a dissertação pretende situar as ideias da autora nos contextos intelectuais do imediato pós-guerra (1945 – 47) e da Guerra Fria (1947 – 91). Dá-se destaque às estratégias elaboradas por Arendt para defender a presença da metafísica na política e, a impertinência de se reificar a ação humana pela ideia de progresso, bem como ao princípio do ―direito de ter direitos‖, à sua tentativa de desvincular a tradição do pensamento filosófico do totalitarismo, e ao conceito político da ―pluralidade humana‖. Na análise desses argumentos e conceitos foi possível compreender como a autora elaborou a teoria política que se faz presente nos seus principais livros, a saber, Origens do totalitarismo (1951) e A condição humana (1958). Contextualizando a produção intelectual de Arendt em duas fases distintas - a da jornalista apátrida entre os anos de 1944 e 1951 e a da docente universitária e teórica da vida pública a partir de 1955 até 1975 –, esta dissertação quer chamar a atenção para a importância do pensamento de Hannah Arendt de modo a demonstrar que ele não só se presta a servir de tema para a história intelectual, mas também ainda se mantém enquanto referência central em debates atuais sobre a natureza da política.This dissertation interprets aspects of Hannah Arendt‘s philosophical and political reflection on tradition, the idea of progress and totalitarianism. Focusing on some of Arendt‘s main themes such as ―tradition‖, ―tradition break‖, ―the end of tradition‖ and especially ―thinking without banisters‖, this work intends to locate her ideas within the intellectual contexts of the immediate post-war (1945-47) and of the Cold War (1947-91). Emphasis is placed on the strategies with which Arendt defended the presence of metaphysics within politcs, her arguments on the implausibility of reifying human action with the aid of the idea of progress, her notion of ―the right to have rights‖, her attempt to disconnect tradition from the philosophical thought of totalitarianism, as well as her political concept of ―human plurality‖. The analysis of these arguments and concepts sponsor this dissertation‘s purpose of understanding how Arendt elaborated the political theory that is manifest in her main books, namely, Origins of Totalitarianism (1951) and The Human Condition (1958). By contextualizing her intellectual production in two different phases - first, that of the stateless journalist between the years 1944 and 1951, and then that of the university professor and theorist of public life from 1955 to 1975 –, this dissertation intends to draw attention to the significance of Arendt‘s thoughts, in order to demonstrate that they not only can be studied as a subject matter of intellectual history but also as central references within current debates on what is politics about

A recepção do holocausto na América: : os artigos de Hannah Arendt na Partisan Review e a elaboração de origens do totalitarismo

This article interprets Hannah Arendt’s essays published in the literary magazine Partisan Review between 1944 and 1954, in order to establish a link between these texts and the central themes presented in Origins of totalitarianism (1951). The focus on the context of the author’s ideas, the dialogue with the fragmentary history of Walter Benjamin, and her relationship with New York intellectuals is intended to understand her considerations about mundane, tradition and history philosophy to indicate the Arendt’s attributed to the political and moral crisis of the twentieth century which began with the totalitarian system.Este artículo interpreta los ensayos de Hannah Arendt publicados en la revista literaria. Revisión parcial entre 1944 y 1954, con el fin de establecer un vínculo entre estos textos y Los temas centrales presentados en Orígenes del totalitarismo (1951). El enfoque en el contexto de Las ideas de la autora, el diálogo con la historia fragmentaria de Walter Benjamin y su relación con los intelectuales de Nueva York tiene la intención de comprender sus consideraciones acerca de Filosofía mundana, tradición e historia para indicar la atribución de Arendt a la política y la crisis moral del siglo XX que se inició con el sistema totalitario.O presente artigo interpreta alguns ensaios de Hannah Arendt publicados na revista literária Partisan Review entre 1944 e 1954, a fim de estabelecer uma conexão entre esses textos e os temas centrais apresentados em Origens do totalitarismo (1951). O papel político social da educação escolar : um estudo realizado em uma escola pública do Litoral Norte do RS a partir do período pós-golpe de 2016 até o primeiro semestre da pandemia de COVID-19

Este trabalho de conclusão de curso se propõe a investigar o papel político social da educação escolar e sua contribuição para a transformação da sociedade a partir de uma Escola Pública do Litoral Norte do Rio Grande do Sul. A pesquisa se caracteriza como um estudo de caso e se utilizou de aplicação de questionário a cinco professoras de diferentes áreas de atuação. Além disso, esse presente trabalho expões a contradição da educação emancipatória com a lógica do capital, trazendo o interesse das professoras sobre a o atual momento histórico recente do Brasil, reconhecendo as variadas formas de abordagem sobre a crise política-ideológica brasileira pelas professoras. Por fim, analisa-se qual o papel político social da educação escolar, a partir do período pós-golpe de 2016 até o primeiro semestre da pandemia de covid- 19, tendo em vista e educação emancipatória.This course conclusion work aims to investigate the social political role of school education and its contribution to the transformation of society from a Public School on the North Coast of Rio Grande do Sul. The research is characterized as a case study and a questionnaire was applied to five teachers from different areas. In addition, this present work exposes the contradiction of emancipatory education with the logic of capital, bringing teachers' interest in the current recent historical moment in Brazil, recognizing the various ways of approaching the Brazilian political-ideological crisis by teachers. Finally, it is analyzed as a Public School of the North Coast, it can e- or it exercised its social political role, considering the change of society, in the perspective of human emancipation
